For businesses operating commercial vehicles in South Africa, passing a roadworthiness test is about far more than ticking a regulatory box, as it is an essential part of fleet safety, legal compliance and efficient operations.

Poorly maintained vehicles expose businesses to unnecessary risks, including accidents, costly repairs, vehicle downtime, insurance claims and potential enforcement action by traffic authorities. On the other hand, a proactive maintenance strategy supported by telematics and digital vehicle inspections helps ensure every vehicle remains safe, compliant and ready for the road every day, not only when an official inspection is due.

What is a road worthiness test?

A roadworthiness test is an official inspection carried out to verify that a vehicle meets the minimum safety standards required under South African legislation before it can legally operate on public roads. The assessment focuses on the vehicle’s overall mechanical condition and safety-critical components, helping to ensure that it does not pose a risk to the driver, passengers or other road users.

The inspection is governed by the National Road Traffic Act, 1996 (Act No. 93 of 1996) and the accompanying National Road Traffic Regulations. It must be conducted at an accredited Vehicle Testing Station (VTS) by a registered vehicle examiner who assesses key systems such as brakes, steering, suspension, tyres, lights and structural integrity. Once a vehicle successfully passes the inspection, the results are captured on the National Road Traffic Regulations, providing official confirmation that the vehicle complies with the applicable road safety requirements. For fleet operators, maintaining roadworthy vehicles is not only a legal obligation but also an essential part of reducing accidents, minimising downtime and protecting valuable business assets.

When is a roadworthy test required?

Many people assume that a roadworthiness test is only required when buying or selling a used vehicle. While this is true in many cases for privately owned vehicles, commercial fleet operators are often subject to additional legal inspection requirements depending on the type of vehicle they operate.

For many commercial vehicles, compliance involves obtaining and maintaining a Certificate of Fitness (COF), which requires periodic inspections at prescribed intervals. Passenger-carrying vehicles operating for reward (such as buses) typically undergo a roadworthiness inspection every six months. Heavy goods vehicles with a Gross Vehicle Mass (GVM) exceeding 3,500 kg, as well as breakdown vehicles and vehicles transporting dangerous goods, generally require an inspection every 12 months. Because inspection requirements can vary according to vehicle classification and use, fleet operators should always confirm the applicable testing schedule with the relevant licensing authority.

A standard Certificate of Roadworthiness (CRW) is generally required in specific circumstances rather than as part of routine periodic testing. These include the transfer of ownership of a used vehicle, the re-registration of a rebuilt or previously deregistered vehicle, or when a traffic officer issues a notice requiring the vehicle to undergo a new inspection after it has been deemed potentially unroadworthy during a roadside inspection.

Understanding which certificate applies to each vehicle in your fleet is essential for maintaining compliance, avoiding unnecessary delays and ensuring vehicles remain legally permitted to operate on South Africa’s roads.

Roadworthy test checklist: what do you need for a roadworthy test?

Vehicle examiners inspect a wide range of safety-critical components to determine whether the vehicle complies with South African road safety standards.

A typical roadworthy test checklist includes:

  • Vehicle identification: the examiner verifies that the VIN, engine number and registration details correspond with the information recorded on eNaTIS.
  • Braking system: brake performance is one of the most important parts of the inspection. Examiners assess service brake efficiency, parking brake operation, brake balance, brake components, hydraulic systems, and, where applicable, ABS functionality.
  • Steering and suspension: the steering system must operate safely without excessive play. Inspectors also examine suspension components, including shock absorbers, springs, steering joints and other components that affect vehicle stability.
  • Tyres and wheels: tyres are checked for sufficient tread depth, uneven wear, damage and correct specification. Under South African regulations, tyres must have a minimum trad depth of 1 mm across the full circumference.
  • Lighting and electrical systems: all legally required lights must function correctly, including headlights, brake lights, indicators, reverse lights, hazard lights, and number plate lights. Heavy commercial vehicles may also be checked for compliant reflective markings.
  • Visibility: inspectors ensure that the windscreen provides adequate visibility and that wipers, washers, and mirrors operate correctly.
  • Body condition: the body and chassis are inspected for structural defects that could compromise vehicle safety, including corrosion, loose body panels, and damaged mounting points.
  • Safety equipment: seat belts, seat mountings, emergency exits (where applicable) and other mandatory safety equipment must all be in proper working condition.

How long does a roadworthy test take?

While the exact duration depends on the type and condition of the vehicle, most standard inspections are completed within 45 to 60 minutes.

Inspection times may be longer for heavy commercial vehicles, as these often require additional testing equipment such as roller brake testers, inspection pits or lifting equipment to assess their mechanical condition accurately. During busy periods, fleet operators should also allow extra time for waiting periods at Vehicle Testing Stations.

If the examiner identifies any defects that prevent the vehicle from meeting the required safety standards, the vehicle will fail the inspection, and the necessary repairs must be completed before it can be re-tested. For this reason, many fleet operators carry out their own pre-inspection checks and scheduled maintenance before booking an official roadworthiness test to improve the chances of passing the inspection on the first attempt, avoiding unnecessary repair and re-testing costs.

How long is a roadworthy certificate valid for?

In South Africa, a Certificate of Roadworthiness (CRW) is generally valid for 60 days from the date of issue, but only for the purpose of licensing, registering or transferring ownership of a vehicle through the National Traffic Information System (eNaTIS). A Certificate of Fitness (COF), on the other hand, remains valid until its specified expiry date, which is typically six months for passenger-carrying vehicles operating for reward and 12 months for heavy goods vehicles and other qualifying commercial vehicles.

However, a valid certificate does not guarantee that a vehicle will remain compliant throughout its validity period, as traffic authorities may inspect any vehicle at the roadside and can require a new roadworthiness inspection if defects or safety concerns are identified.
