





A heavy goods vehicle (HGV), or Heavy Motor Vehicle (HMV), is any vehicle weighing over 3.5 tonnes, including cargo, and designed to transport heavy or bulky goods. In South Africa, HGVs are more commonly referred to as trucks, heavy vehicles, heavy motor vehicles or heavy commercial vehicles.

What is an HGV?
HGV stands for heavy goods vehicle. But what makes them so heavy? HGVs are used to transport large loads from one site to another. Their cargo can vary between consumer goods (e.g. clothing), industrial materials (e.g. construction supplies) and bulk commodities (e.g. fuel). These trucks and lorries are vital to the transport and logistics sector, moving goods both nationally and internationally.
While HGVs are also referred to as large goods vehicles
(LGVs), this acronym can easily be confused with light goods vehicles
(vans under 3.5 tonnes). To maintain clarity, we use the term HGV.
What is the difference between HGV and LGV?
The difference between an HGV and a light goods vehicle (LGV) — also known as a light commercial vehicle (LCV) or a Light Delivery Vehicle (LDV) — is their weight. HGVs weigh over 3.5 tonnes, while LGVs weigh 3.5 tonnes or less. In South Africa, vehicle classifications are linked to licensing categories, road regulations and operating requirements. This means that factors such as driver licensing, maintenance obligations and compliance standards differ between HGVs and LGVs.

In South Africa, the term HGV is less commonly used in official legislation than terms such as heavy motor vehicle (HMV), goods vehicle or truck. However, HGV is still widely recognised in the transport and logistics industry to describe larger commercial freight vehicles. Smaller commercial vehicles are commonly referred to as LDVs or LCVs, especially for courier services, trades and urban delivery operations.
The differences between light goods vehicles (LGVs) and HGVs in terms of fleet management lie in licensing, compliance and operational cost. Running HGVs is generally more expensive due to higher fuel consumption, insurance premiums, maintenance requirements and toll costs. They require drivers with the correct Professional Driving Permit (PrDP) and suitable licence codes to safely operate large or articulated vehicles. HGVs are also subject to stricter roadworthiness, load securing and transport safety regulations. LGVs are therefore considered more suitable for last mile delivery, urban logistics and shorter transport routes.
What is classed as a heavy goods vehicle?
Any commercial vehicle with a gross weight over 3.5 tonnes, including its cargo, falls into the HGV category. There are many types of HGV, each with a specific purpose and design.
Common examples include:
- Box trucks, curtain siders and Lutons — general freight and high-volume deliveries.
- Flatbed, drop-side and tipper trucks — construction work, bulk materials or easy side loading.
- Refrigerated trucks — temperature-controlled goods.
- Tankers — liquids, gases or bulk goods.
- ADR-certified vehicles — hazardous material.
The specific rules for licensing, safety and road use depend on the vehicle’s exact weight and configuration.
Is a 7.5-tonne vehicle an HGV?
Yes. A 7.5-tonne vehicle is an HGV as the weight exceeds 3.5 tonnes.
That said, there are different weight brackets within the HGV category that divide them by licensing and operational rules.
For example, vehicles between 3.5 and 7.5 tonnes fall into a different licence class to those weighing more than 7.5 tonnes. The lighter class of HGVs typically includes medium-sized commercial vans, removal vehicles and those towing a trailer.
HGV categories and licence requirements
All professional HGV or HMV drivers in South Africa must hold a Professional Driving Permit (PrDP) in addition to the correct driving licence, if they transport goods, dangerous goods or passengers for income.
In South Africa, the weight and configuration of a heavy vehicle determines the type of licence required to legally drive it.
- Code C1: goods vehicles with a gross vehicle mass between 3.5 and 16 tonnes.
- Code C: goods vehicles with a gross vehicle mass over 16 tonnes.
- Code EC1: articulated vehicles or vehicle combinations with a gross combination mass up to 16 tonnes.
HGV regulations and compliance

Vehicle safety regulations
Before being allowed to operate on public roads, HGVs must meet a range of safety requirements:
- Heavy vehicles must comply with the National Road Traffic Act and relevant South African National Standards (SANS) for vehicle safety and roadworthiness.
- HGVs must be fitted with essential safety systems such as braking systems, reflective markings, lighting and warning devices to improve visibility and reduce collision risks.
- Many fleet operators also install additional safety technologies such as telematics systems, cameras and driver monitoring solutions to improve vehicle safety and fleet compliance.


HGV driver regulations
Professional HGV drivers must also follow certain regulations for the sake of their safety and wellbeing:
- Drivers transporting goods for commercial purposes must hold a valid Professional Driving Permit (PrDP) alongside the correct licence code.
- Drivers must comply with working hours and rest requirements under the National Road Traffic Regulations to reduce fatigue related accidents.
- Operators are responsible for ensuring drivers are medically fit, properly trained and legally qualified to operate heavy vehicles safely.
Environmental and emissions standards
Environmental regulations are in place to help reduce pollution caused by heavy vehicles.
- South Africa applies vehicle emissions standards based on European emission regulations, with newer heavy vehicles increasingly required to meet Euro V and Euro VI equivalent standards.
