A heavy goods vehicle (HGV) is any vehicle weighing over 3.5 tonnes, including cargo, and designed to transport heavy or bulky goods. HGVs are more commonly referred to as trucks.

It’s important to understand what qualifies as an HGV to comply correctly with licensing, safety and emissions regulations, as well as planning fleet operations effectively. What is an HGV?

HGV stands for heavy goods vehicle. But what makes them so heavy? HGVs are used to transport large loads from one site to another. Their cargo can vary between consumer goods (e.g. clothing), industrial materials (e.g. construction supplies) and bulk commodities (e.g. fuel). These trucks and lorries are vital to the transport and logistics sector, moving goods both nationally and inter­na­tionally.

While the official technical term for an HGV is a 'large goods vehicle' (LGV), we stick to 'HGV' to prevent any confusion with light goods vehicles, such as smaller vans under 3.5 tonnes.

What is the difference between HGV and LGV?

The difference between an HGV and a light goods vehicle (LGV) — also known as a light commercial vehicle (LCV) — is their weight. HGVs weigh over 3.5 tonnes, while LGVs weigh 3.5 tonnes or less. This means that factors such as driver training, maintenance and road regulations could differ between HGVs and LGVs.

While terms like HGV and LGV are used inter­na­tionally, the official Australian classi­fic­ation is a 'heavy vehicle'. Before 1992, large goods vehicles were abbreviated as LGVs, but this caused confusion with references to light goods vehicles. To distinguish between them, the term HGV was introduced.

The differences between light goods vehicles (LGVs) and HGVs in terms of fleet management lie in licensing, compliance and cost. Running HGVs is more expensive due to higher insurance and maintenance costs. They require specialist drivers to handle their significant sizes and are subject to stricter safety and emissions standards. LGVs are therefore considered more apt for last-mile delivery and urban logistics.

What is classed as a heavy goods vehicle?

Any commercial vehicle with a gross weight over 3.5 tonnes, including its cargo, falls into the HGV category. There are many types of HGV, each with a specific purpose and design.

Common examples include:

  • Box trucks, curtain siders and Lutons — general freight and high-volume deliveries.
  • Flatbed, drop-side and tipper trucks — construction work, bulk materials or easy side loading.
  • Refrigerated trucks — temper­at­ure-­con­trolled goods.
  • Tankers — liquids, gases or bulk goods.
  • ADR-certified vehicles — hazardous material.

The specific rules for licensing, safety and road use depend on the vehicle’s exact weight and configuration.

Is a 7.5-tonne vehicle an HGV?

Yes. A 7.5-tonne vehicle is an HGV as the weight exceeds 3.5 tonnes.

That said, there are different weight brackets within the HGV category that divide them by licensing and operational rules.

For example, vehicles between 3.5 and 7.5 tonnes fall into a different licence class to those weighing more than 7.5 tonnes. The lighter class of HGVs typically includes medium-sized commercial vans, removal vehicles and those towing a trailer.

All professional heavy vehicle drivers in Australia must hold the appropriate licence for the class of vehicle they operate. While licensing is administered by individual state and territory road authorities, the licence classes themselves are uniform across the national heavy vehicle framework.

The type of licence required depends on the vehicle’s Gross Vehicle Mass (GVM), its axle configuration, and the size or number of trailers attached.

  • Light Rigid (LR): vehicles with a GVM between 4.5 and 8 tonnes, including small delivery trucks and minibuses.
  • Medium Rigid (MR): rigid vehicles with 2 axles and a GVM over 8 tonnes.
  • Heavy Rigid (HR): rigid vehicles with 3 or more axles and a GVM over 8 tonnes (including articulated buses).

HGV regulations and compliance

Australia has strict safety regulations for HGVs due to their size, weight and potential impact on other road users. These rules are mainly governed by the Heavy Vehicle National Law (HVNL), which applies to all heavy vehicles over 4.5 tonnes GVM in participating states and territories.

Before being allowed to operate on public roads, HGVs must meet a comprehensive set of safety and compliance requirements:

  • Australian design rules (ADRs): HGVs must meet ADRs and the Heavy Vehicle (Vehicle Standards) National Regulation, which govern critical safety features such as braking, lighting, stability control, and vehicle dimensions.
  • Roadwor­thiness & inspections: Vehicles must be maintained in a continuously roadworthy condition and are subject to regular inspections under the National Heavy Vehicle Inspection Manual.
  • Mass & loading compliance: Operators must strictly manage vehicle mass, dimensions, and loading requirements to ensure the HGV is safe and legally compliant on Australian roads.

HGV driver regulations

Professional HGV drivers must comply with strict regulations designed to ensure road safety and driver well-being:

  • Fatigue management: Drivers must actively manage their fatigue levels and are legally prohibited from operating an HGV while impaired.
  • Regulated work & rest hours: Drivers must strictly follow regulated hours. Depending on the tier of the transport operation, this involves adhering to Standard Hours, Basic Fatigue Management (BFM), or Advanced Fatigue Management (AFM).
  • Licensing & work diaries: Drivers must hold the correct licence class for their vehicle and, where required, maintain an official National Driver Work Diary (written or electronic) to prove compliance.

Environmental and emissions standards

Environmental regulations are enforced in Australia to reduce the environmental impact and pollution caused by HGVs.

  • The ADR 80/04 standard: Australia operates under ADR 80/04, which mandates strict Euro VI-equivalent emissions standards for HGVs with a Gross Vehicle Mass (GVM) over 3.5 tonnes.
  • Active compliance timelines: These regulations applied to newly approved vehicle models starting 1 November 2024, and expanded to cover all new heavy vehicles supplied to the Australian market as of 1 November 2025.

Fleet operators are increasingly incentivized to adopt cleaner, more efficient vehicle technologies to lower their emissions and support sustainable transport.
