What the EU’s Digital Freight Initiative (eFTI) means for fleet managers

Driver holding an eCMR in line with eFTI

Digital Freight documentation is shifting from a nice-to-have to a competitive advantage. From 9 July 2027, EU authorities must accept freight information provided electronically through certified eFTI platforms. While there is no obligation on the fleets’ side to abandon paper consignment notes (CMRs), they can unlock considerable benefits from preparing early and going digital.

  • Paper processes can lead to lower operational efficiency with higher administration costs, slower invoicing and more errors
  • Many customers and logistics partners are increasingly moving toward digital documentation
  • Preparing for eFTI and e-CMR before 2027 can reduce future transition effort

What has changed in regulations around transport administration?

The EU is standardising digital freight documents

The eFTI Regulation (EU 2020/1056) set the following deadlines:

  • By July 2027, authorities must accept digital transport documents
  • By 2029, only digital documents will be accepted across the EU

Spain is moving beyond the EU baseline with mandatory digital transport control documents

For operators active in Spain, digitisation is no longer optional. In December 2025, Spain adopted the Sustainable Mobility Law 9/2025, which states:

  • The Administrative Control Document (DeCA) must be electronic after 5 October 2026
  • This applies to all domestic transport operations in Spain
  • For international legs crossing Spain, eCMR can serve as a DeCA, provided it contains the required data

Note: even if your organisation is not based in Spain, cross-border operations expose you to Spanish compliance requirements.

Who is impacted by the eFTI Regulation?

The transition to eCMR affects the entire logistics ecosystem:

  • Carriers and hauliers operating domestically or internationally
  • Shippers and manufacturers managing outbound and inbound logistics
  • 3PLs and freight forwarders coordinating multi-party shipments
  • Any company transporting goods through Spain or across EU borders

The cost of inaction: penalties and disruption

Non-compliance could result in financial sanctions and vehicles off the road.

  • Non-compliant transport operations can face expensive fines between €400 and €1000 for errors or missing documentation, and up to over €4,000 in the case of very serious offenses (based on running Spanish regulations).
  • Vehicle immobilisation and goods retention by authorities (already in place in Spain).
  • Paper-based processes increase the likelihood of errors, missing information and delays — potentially provoking further penalties from customers.

Why paper CMRs are holding you back

Sticking to analogue admin with paper CMRs can put your business at a competitive disadvantage.

Traditional consignment notes were designed for a different era. Today, they create friction at various stages of the transport lifecycle:

  • Manual handling can lead to errors and inconsistent data
  • Documents can be lost, damaged or delayed, impacting proof of delivery
  • Invoicing cycles are slow, sometimes taking weeks instead of minutes
  • Collaboration is limited, with information siloed between stakeholders

Together, these challenges increase operational costs, hinder efficiency and erode customer satisfaction.

eCMR benefits breakdown

While regulation is the trigger to transition, the benefits of eCMR go far beyond compliance.

1. Cost savings at scale

Switching to eCMR can:

  • Save up to €13 per consignment note
  • Save up to 1.5% of total transport budget
  • Cut time spent at customer locations considerably

For high-volume carriers, this can translate into millions of euros annually.

2. Faster cash flow

Digital documentation enables carriers to have:

  • Instant proof of delivery
  • Faster invoicing cycles
  • Fewer payment delays

What once took weeks can now happen in minutes.

3. Must-have tool to participate in tenders

70% of transportation tenders today — and 100% in Spain — require carriers to demonstrate eCMR capability.

eCMR is becoming a competitive differentiator among logistics providers bidding for enterprise business.

4. Greater transparency and fewer disputes

With eCMR, you gain:

  • Real-time shipment data and timestamps
  • Digital signatures from all stakeholders
  • Evidence such as photos and condition reports

This can dramatically improve claim management and dispute resolution.

5. Improved collaboration

eCMR allows all parties— shippers, carriers and consignees to:

  • Access the same data in real time
  • Share updates instantly
  • Operate from a single source of truth

6. Future-proof operations

Most importantly, adopting eCMR today means you are:

  • Ready for eFTI compliance
  • Aligned with EU-wide digital standards
  • Prepared for a fully paperless transport ecosystem by 2029

Don’t wait to update!

On the outside, the shift to digital transport documentation seems to be driven by regulatory developments. In practice, it’s also a response to operational demands and the need to facilitate smoother exchanges of goods and services.

With technology becoming more accessible and integration easier than ever, these digital transformations are no longer as challenging for individual companies as they once were. And the business case is increasingly clear.

Companies that act now can streamline processes, simplify administration, improve productivity, and deliver a better experience for both drivers and customers.
